i am from the uk and bought a dvd writer at the weekend in beijing in an official tech store. got it back to the hotel and it reads ok but does not write. i have tried several disc types.
how do i stand if i ask for a refund on this item? does consumer rights exist here?

I would certainly try to at least exchange it as far as consumer rights i think if place where you bought is reputiable they will stand behind thier prouducts. Good luck ( i have never been to china )
Yes, as long as you still have the receive paper from that store , and know some interferer ( bilingual person for the explanations of why you want to exchange your goods “cause” this can be tricky) you can exchange the good, basically each store have a certain limited time (3 or more days) and it might be better for you to ask them how long they give a store guaranty and the product too.making sure that for next time you shop and don’t be in the hurry to try all the electronic you buy at any store.
If it’s an official tech store there should be a return policy. Most likely they will do an exchange, but some places will do money back. There are some consumer rights in China, but it may be difficult to get them enforced without a Chinese person to translate. Any time I have bought electronics there has been at least a 14 day return policy written on the receipt. It may be hand written on the back.
If it is from a reputable store, you will get a refund from the store, however in rare cases they may also refer you directly with the manufacturers, but unlikely.
That shouldn’t be a problem. I bought a faulty dvd player once from a Walmart-type store while living in Beijing and went back the next day and returned it for a new one, no problems. Like stores in the UK and anywhere else, make sure you have your receipt.
There should be a customer service desk where you can go to make the return and then when you exhange for a new one, ask them to test it out for you right there. They always have a few dvds on hand. It helps if you speak Chinese of course so if you don’t, bring a friend who does.
You can get an exchange if you have the store receipts or if he remembers you but if not, it does get difficult as consumer advocates etc are not as common or strong as in the US or UK.
Go back to the store and ask them for an exchange. What have you got to lose?.
